The purposes of the research were to: (1) understand the factors of public kindergarten teachers’ relocation. (2) probe into the current status of public kindergarten teachers’ participation in Inter-county Transfer. (3) analyze the problems of Inter-county Public Kindergarten Teacher Transfer. The public kindergarten teachers, who participated in Inter-county Transfer from 2007 to 2009, in Taiwan-Fukien Area, were chosen as research subjects. The research adopted the self-compiled “Current Status of Inter-county Public Kindergarten Teacher Transfer Questionnaire Form” as a research tool and a comprehensive general method was used to conduct the questionnaire. A total of 185 questionnaires were delivered and 135 valid questionnaires were retrieved. The valid questionnaire rate was 73%. Data analyses were performed using descriptive statistics. The research adopted purposive sampling in interviews with five public kindergarten teachers, who had attended the Inter-county Transfer, so as to investigate the current status and make up for the shortage of the questionnaires. The main findings of the research were as follows: (1) “Family/Marital status” was the mostly chosen consideration related to the personal factors of public kindergarten teachers’ relocation, while “Work satisfaction” was the most frequently chosen consideration associated with the work-related factors. (2) The facts about the current status of public kindergarten teachers’ participation in Inter-county Transfer were of the following items. “I have participated in transfers two to three times,” “My priority considerations are schools I am interested in,” “My score range is 91-120,” “I am a regular class teacher,” “My matching pattern is monotone,” “I accumulated scores by actively attended workshops.” The satisfaction rankings of the mostly chosen transfer results were of the following items. “I have achieved my goal,” “I am satisfied with my new school,” “I feel that there are pros and cons about the schools I worked and will work at before and after the transfer,” “I don’t regret attending the Inter-county Transfer,” “Whether or not I will attend the transfer again depends,” “I didn`t feel pressure of excess-mobility .” ,“I feel most of the policies of the transfers are acceptable.” (3) The problem that troubles those public kindergarten teachers who participated in the Inter-county Transfer the most is “City or county governments’ over-control over teachers’ number leads to low transfer rates.
