Recommendations from public sectors and professional consultants regarding to difficulties on Yong-An community 3. Analyzing the differences of difficulties cognition on Yong-An community between social workers, public sectors and professional consultants This research finds out the community empowerment and related works on Yong-An community is based on authorized mode. Residents had mistrustful feelings as a result of insufficient communications between social workers and residents before resources were implemented. They were also over relied on governmental resources that ended up with being weakened the ability of community autonomy and cooperation with other third sector groups. Public sectors did not only follow the blueprint to develop the community, but also applied inappropriate accounting mechanisms on the basis of achievement-and-budget-oriented. The policy of community empowerment did not build a better environment on Yong-An community but an obstacle. Alien professional counseling teams were not localized and mobilized enough, as they sacrificed Yong-An residents’ the desire of invention on a tight timeframe and limited budget. Accordingly, public sectors, professional consultants and social workers must understand their difference on issues and difficulties of community empowerment and reform the meanings of “community empowerment”. It has to generate a new interface among governments, professional consultants and communities to act as a comprehensive group and address much better strategies for future community empowerment.
