This research therefore probes into the applicability of “Think Globally; Act Locally”, strategies targeting community development in Taitung. the government has proposed a “Rural Regeneration Plan” featuring a centerpiece, i.e. the existing rural communities, a strengthened bottom-up system of local involvement, and the implementation of both soft- and hardware infrastructure to guide and , more importantly, to set into action its rural regeneration policies. Under the influence of the unique natural environment and cultural conditions, tailor-made strategies for local development are required for Taitung’s communities once confronting the government’s rural regeneration policies, and the execution of corresponding projects. Departing from three key issues, i.e. Eastern regional plans, rural regeneration policies, and community development and administration; furthermore, taking on board field research done in Taitung communities as case study, this research then analyzes the rural regeneration policies in question and the execution of related projects, and eventually draws up some strategies for the development of Taitung’s rural communities. Major achievements of the research are: (1) Putting into action the concept of “Think Globally; Act Locally” and establishing the ideas for developing Taitung’s rural communities, (2) Acquiring detailed comprehension of rural regeneration policies and the execution of related projects via case study, i.e. field research probing into Dulan Community’s rural regeneration plan, and (3) Drawing up strategies departing from the practice of community development upon new public services for pushing forward Taitung’s rural community development. 蔡西銘 學位論文 ; thesis 108 zh-TW
