Seeing that the semiconductor industry is becoming the trend and the prospective industry, we analyze by cross-country comparisons and understand the operating advantage of the technology leading country in semiconductor industry so that this result can be provided for policy making and for firms to adjust itself. There are a lot of literatures to discuss the performance evaluation, and most of them adopt the DEA (Data Envelopment Analysis) to measure the efficiency but assume that all companies have the same technology set without considering the difference between each country. Therefore, this article is based on the cross-country comparison of operating performance of semiconductor industry from the view of the resource management and usage, employing the directional distance function and meta-frontier to evaluate the leading country, Japan, Taiwan, USA and Korea, which consider input reduction and output expansion simultaneously and use a meta-frontier that envelops all frontiers of groups. The sample is drawn from OSIRIS database and span from 2006 to 2008. The result shows: (1) The efficiency indicator of meta-frontier states that the operating efficiency of Korea rates as the first and USA is close to Japan while Taiwan is falling behind. (2) Considering the technology gap, the Korea is superior than USA, then Taiwan the third, and the Japan is the last. (3) For the learning benchmark, the inefficient firms in Japan and Taiwan should learn from the relatively efficient firms in USA, we suggest that they can cooperate with each other in order to enhance their technology level to improve entire operation performance.
