China has faced the energy consumption greater than production since 1992. As being the second biggest energy consumption country, China needs to be cautious with the usage of energy sources and achieve the high growth and low energy consumption. Moreover, with the value of environmental protection arose internationally, the balance among energy, economy and environment becomes the important issue in China’s economic policies. In this research, we focus on the efficiency performance during the period of 2000 to 2007 in China in order to determine the energy efficiency. Utilize DEA model and consider three inputs (labor, real capital stock and total energy consumption), one desirable output (real GDP) and five undesirable outputs factors (SO2 emission by industry, SO2 emission by consumption, industrial soot emission, consumption soot emission and industrial dust emission) in SBM analysis to discuss the efficiency performance in 30 regions in China which includes total technical efficiency, energy efficiency and emission efficiency. The findings of this research are as below, 1.When undesirable outputs are considered to measure the efficiency, there is a downward tendency in technical, energy and environmental efficiency. And this result corresponds with the concept of external costs, to explain the outputs of energy consumption (pollutions from waste gas) lead to the increase in social cost and decrease in efficiency. 2.It shows slack energy-saving and emission efficiency in China. Especially, the emission efficiency drops further than the other with time elapses. 3.Comparing the efficiency performance in each region; the eastern area shows better result. 4.In the ranking of waste gas emissions, SO2 emission efficiency by industry is selected as the highest item in 0.603, soot emission efficiency by consumption is regarded as the last in 0.328. Therefore, China has to conduct policies to diminish pollution emissions. 5.Shanghai and Guangdong have high income and economic growth. In addition, both are rated brilliant performances in energy efficiency and emission efficiency. 6.In western region, Inner Mongolia, Chongqing, Sichuan, Guizhou, Yunnan, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang all present the poor performances in energy-saving and waste gas emissions reducing. 7.According to waste gas emissions from consumption are lower than from industry, it is suggested that China need to educate its people in environmental protection issue.
