| Summary: | 碩士 === 國防大學政治作戰學院 === 社會工作碩士班 === 98 === This research aims at understanding the process of life of "benefited, self-help, and helping" of an involuntary unemployed accepting the social assistance, and discussing the meaning and value of the "service innovation" applied on the program by the perspective of empowerment and social resources. The social worker serve a "stage" of a chance of employment for the unemployed who need help by the service innovation program of englsih learning. By performing this program, it makes the unemployed use their original specilities and skills to compensate the educational lack of the children from the disadvantage or low income family to generate the effects of complenmentary with each other. On the process of seeking for help, the social workers can be the roles of enablers, coordinators, resource matchingers and connect the social resources for the most part.
Case study and In-depth interview are taken as the research method and data collection. The responders are including the involuntary unemployed, the members of low income and disadvantaged family, the volunteers of charity foundation, and the social workers of social welfare center. In order to deeply discuss the project of service innovation applying on the process of "benefited, self-help, and helping" of an involuntary unemployed, this research uses real cases to submit the suggestions from the inspiration and experiences by the researching process to serve the references for the social workers designing and organizing the service innovation program practically.
How the social workers make use of the limited socail resources to generate the the mose contribution when they are under the enormous pressure of the need of the social welfare nowadays, will be the main issue on solving the lack of social welfares. " Service innovation program " is a strategy using the minimum devotion of the social welfare to create the maximum service benefits. It focus on pursuing the maximum benefits of the persons who accept the service, and it doesn't consider the case subject as the "dependent of resource" but the"providers of resource".
