Following this trend, E-learning in Taiwan is widely adopted both in the private and public sector for years. Web-based learning can overcome the constraints of time and space, and via the development of internet and computer technique will foster a more convenient and friendly learning environment. E-learning will change the life style of public employees for now and future, and firefighters will not immune to this. This research uses the Taipei City Fire Department as the empirical setting, and sets out to examine the influences of adoption of E-learning in the perennial training on the perception and attitude toward learning. This study concludes that the environment of E-learning will have positive effects on perception and attitude of learning. The empirical results indicate that whenever there is a better E-learning structure and environment, firemen under this study will demonstrate a positive perception toward learning, and in turn will have active and positive learning attitude. This study suggests that the adoption of E-learning in the perennial training of fire department would raise the learning efficiency of firemen.
