It accounts for more than 90% of box office from Hollywood films and other foreign films per year. Local films contribute usually less than 1% of the whole year box office. Since 1980, the Taiwanese Government has started to implement the subsidy strategy due to the gradually fading of local film industries. However, the decline in the domestic film industries in still continuing and without any sign of turning growth even the policy of fund for local produced films and subsidy has been implemented for many years. Investigator considers the as commercial products as well as culture products based on two principles:(1) The films should be products because it is a kind of culture for internal, and (2) The films not only can model local culture and life but also has the function of identification for external, According to Edward Said’s theory of Culture and Imperialism, we conducted an appraisal of Taiwanese film market status for understanding the importance of prospering domestic film industry. In addition, it is found via other publications analysis that subsidy and protection are two major methods used for the policy of protecting local films worldwide. In the light of the decay of Taiwanese film industry and according to other countries’ film prospering policies, this research is to study the applicability of screen quotas system in Taiwanese film industry. The quantitative research method is used by publication analysis and information management, as well as adjuvant with depth interview. Besides the administrators related to local film industry, innovate, film agents and film exhibitors were included in the interviewees among five different fields were also involved. Thus, six was about nine weeks. The duration of each interview was about one to two hours. Through the depth interview, it is further confirmed the applicability of screen quotas promoting Taiwanese film industry.
