The service sectors in the major advanced countries receive far more attention than receiving the attention for manufacturing. Under the competitive environment, the working abilities of salespersons and their organizational commitment will affect organizational performance. The purpose of this study is to explore the relationships between job characteristics, organizational justice and organizational commitment of apparel sale persons (hereinafter referred to as sales) at department stores. This study surveyed 350 apparel sales at the department stores in Kaohsiung and received 297 valid questionnaires which was 84.86% valid response rate. The results of data analysis show that the skill diversity of job characteristics significantly affects the sales’ perception of affective, continuance and normative commitment of organizational commitment. This study suggests that the apparel companies should enhance sales’ job skills, such as offering job training on sale techniques, product knowledge, clothing and styling. The apparel company should allow sales to upgrade their job skills. The sales would feel the company’s emphasis on their job skills, then their organizational commitment would be enhanced. The distributive justice significantly affects the sales’ perception of affective and continuance commitment of organizational commitment. Procedural justice significantly influences the sales’ perception of continuance and normative commitment of organizational commitment. Because sales’ salaries mostly rely on their sales’ performance, the organizations should develop a fair compensation system to minimize the factors that affect employees’ organizational commitment.
