It makes countries all over the world which focus on the greenhouse-effect subjects. It is an important problem that can''t be ignored of the greenhouse effects. In order to avoid the global warming, the Kyoto Protocol mentioned that plant was the major absorption source of CO2. So, the forestation was an important subject for all countries. In this research, the estimation CO2 fixation volume by plants was followed the Green Building Hand Book of Taiwan (year 2009 edition). The regional carbon neutral model, carbon neutral index, biodiversity index, and green index were established in this research. In this study, a questionnaire survey of carbon footprint of students in Tajen University was investigated according to the traffic distance, transportation, recycle quantity and energy use quantity . According the Green Building Hand Book of Taiwan (year 2009 edition), the total CO2 absorption volume was about 34,800 tons by plants during 40-year period in Tajen University campus. This absorption capacity was above the baseline of Green Building standard in Taiwan which was 31,900 tons. The plants in Tajen University campus could absorb CO2 about 871 tons per year. But it was lower than the estimated yearly CO2 emission volume of 6,560 tons which was emitted from power usage in campus activities. The carbon neutral index was about 0.13. In order to reach a balance situation, it had to plant more trees for carbon dioxide absorption and reduce power usage in campus for lower CO2 emission. Additionally, the energy conservation policies were needed for the goal of regional carbon neutral. According the Green Building Hand Book of Taiwan, the biodiversity index was about 79.5. It was above the baseline of Green Building standard in Taiwan which was 55. The CO2 concentration was 314 ~ 534 ppm with average 387 ppm. It was higher than the annual value of 385.2 ppm which reported by The World Meteorology Organization (WMO) greenhouse gas annual report in 2008. But it was lower than the concentration around Tajen University nearby. The carbon footprint of students results showed that student’s carbon footprint was 2.31 kg/day.
