Basically, this is the context in which the reconstruction is proceeded. Besides, the military dependent village reconstruction can be seen as a special sort of urban renewal in Taiwan, so we will also review some foreign critiques about urban renewal to find similarities and dissimilarities between each other, and locate its position in the urban renewal discussion. The study starts with a general description about the military dependent village. Then, there is a documentary review about the reconstruction to point out the views mostly held that the reconstruction is the end of the culture and neighborhood relationships of the military dependent village. However, because of the disentanglement of the dominant relationship between the state and villagers resulted from the reconstruction process, there seems to be a hope for the appearance of sense of civil society.
Chong-Huei public housing community in Tainan is the subject of this research whose former situation was a military dependent village of the Airforce which was the fist reconstructed one in southern Taiwan. Although the reconstruction was highly anticipated by many people in the beginning, a serial of disputes happened, arousing the litigation between the government and original villagers. However, it also showed the appearance of original villagers’ awareness of their own rights.
The reconstruction brought not only a completely different physical environment compared with the past, but also a great effect on organizations and habitants’ life style in the community. For the community organization, except those original functions managed by the Autonomy Committee of the village having been taken over by the Building Management Committee, the Neighborhood Organization and the Community Development Association, the nowadays community organizations are also more formal and less military character with which the Autonomy Committee was tinted. However, the intimate relationships between members in organizations still exist, and the roles which organizations play are not much different with the one in the village time. Besides, there were also KMT party branch system in the village which is a political organization. Although it doesn’t completely disappear after the reconstruction, its influence has weakened, reflecting the unstable relationship between original villagers and KMT attributed to the reconstruction.
For habitants’ life style, the unlimited neighborhood interactions happening in front of villagers’ houses in the past had been almost lost, substituted by manners which are home-visting, invitation and group activities in public spaces. But even the form is different, the content is in the same way with the one in the village time. Because of the reaction to the changed interaction form, there are several gathering places in today’s public housing community where original villagers are able to have affective communication, making the street life in the village time continue. Although the gathering places haven’t become a strong enough public sphere which has power against the state yet in the view of public space, there are still some signs of civil society revealed by original villagers’ self-construction toward the spaces. Even more, we can find many continuities in the religious places and the market near the community, all showing the connection between today and the past.
By probing into all kinds of social relationship such as organizations, neighborhood relationships and interactions between original villagers and non-villagers, the research discovers that even after such a great change, many original social relationships of the old village still continue, not a total disconnection with the past as what some foreign critiques had shown about urban renewals. Although original villagers expressed the striving for their own rights in the litigation with the government, there is no strong public consciousness concerning the collective issues in whole community; the burgeon of civil society is still in a blur. The research also shows the change of urban meaning can’t totally explain the change of a specific community, like the case of Chong-Huei. Being in the transformation of a greater environment, a community will still maintain its own unique character and meaning.
