The process of constructing an office building involves purchase of land, building design, construction, interior design, contracting out, and completion. Meanwhile, various items such as interior decoration, fire control, sewer system, water supply, and electric power etc. all need to comply with the related laws and regulations to secure certifications before an office building can be open for use. Many businesses often choose to apply for interior decoration certification and building license simultaneously because they think this way will reduce construction time and interest expenses. However, often in reality more expenses incur and delays happen when extra construction integration and changes in design/construction easily cause disruption of the construction. Even after the building is formally used, it sometimes even fails to meet the requirements on fire control and public safety during the annual examination. To meet the needs of businesses for shorter construction time and other demands, it takes the joint efforts of businesses, designers (architects, interior/exterior designers, consultants) and construction staff (engineering companies, contractors, interior decorators). If all three parties can meet the statute requirements concerning interior decoration and construction, minimize changes in design and construction, refrain from using unqualified construction materials, it is possible to reduce construction time and expenses and in the meantime to meet the design purpose and demands of businesses. Thus, the joint application for interior decoration certification and building license will make sense. This study intends to build a research framework on the joint application for interior decoration certification and building license by identifying factors of influence and reasonable indexes. Weightings will be placed on the factors and indexes by using Analytic Hierarchy Process (AHP) method. Afterwards, the study further intends to prioritize the indexes and factors and hopefully propose recommendations for businesses which consider adopting joint application for interior decoration certification and building license.
