碩士 === 雲林科技大學 === 工業工程與管理研究所碩士班 === 98 === Because of the low latitude and belonged Tropics and Subtropics Monsoon Area, Taiwan often has rainy seasons and typhoons between Summer and Autumn which always lead to low-lying area floods. Furthermore, the conservation of soil and water always does not very well so disaster areas are often needed by people’s donating assistance. Though Taiwan already has a set of standard operation process about delivering relief supplies, it also can’t combine the actual applications and real situations. Those are because of incomplete information and without good relief supplies management. Therefore, according to literatures this study investigated the problems with the standard operation procedure of central supplies giving and corrected them. At the same time, the study is written solving programs by Simulated Annealing to construct math models about environmental structures of delivering relief supplies system and problems.
