Though Taiwan already has a set of standard operation process about delivering relief supplies, it also can’t combine the actual applications and real situations. Those are because of incomplete information and without good relief supplies management. Therefore, according to literatures this study investigated the problems with the standard operation procedure of central supplies giving and corrected them. At the same time, the study is written solving programs by Simulated Annealing to construct math models about environmental structures of delivering relief supplies system and problems.
