This program made an opportunity to survive for those elementary schools which were going to be dissolved and merged into a small school in Yunlin County. The resources of manpower, environment, and equipment are less than other schools, and also the weak part; so they need care and attention by the community and the public department. The economic problem that the government faces is short of money. If they share the community resources to school; it means that the school and the community have resource sharing and become the one, the High-Quality Transformation of Elementary Schools Program and the country community will be the salvation. Furthermore; how to integrate the school and community resources; and how to make this information resources transparently have become the most important work. The school has no longer a closed organization but communication and interactions to the community. The program has become an important trend. This research directed to those elementary schools which participant in the High-Quality Transformation of Elementary Schools Program. Also, I probe into the research sharing issues with those communities where the schools located. I adopted in-depth interviews method and literature analytic method…etc to realize the process of the High-Quality Transformation of Elementary Schools Program; and to conduct the present situations of the resource sharing of those schools and communities. Then, they build models of resources sharing to those small-scale schools and communities. According to the follow-up usage condition and the interviewees’ statements, we can understand the sorts of resources they can provide and the demand for those schools and communities. I bring up a suitable model of resources sharing to schools and communities.
