| Summary: | 碩士 === 元智大學 === 社會暨政策科學學系 === 98 === The main purpose of the study is to understand the reasons, current situation and development trend of the declining birthrate, and to analyze the effects of the declining birthrate phenomenon on the elementary school, and to investigate the coping strategies.
The research adopted questionnaire survey method. The objects of this study are the department heads, section chief, homeroom teachers and full-time teachers from 38 public elementary schools in Taoyuan County. 458 copies of the questionnaire were sent out to the teachers and 428 copies were effective returned. The data collected from the survey was processed through Descriptive statistics, t-test, One-way ANOVA, Spearman rank order correlation coefficient by the statistic package software of SPSS for Windows 12.0 version. The major findings are as follows：
1. The declining birthrate affects the public elementary schools in Taoyuan County, and the highest degree of influence is “The changes in student characteristics and parenting style”.
2. The public elementary school teachers in Taoyuan County considers that the maximum impact of the elementary school that is “Surplus teacher and surplus pressure”.
3. The public elementary school teachers in Taoyuan County in response to the declining birthrate, more frequently used “multiple teaching methods”.
4. The public elementary school teachers in Taoyuan County consider that the most effective manner is “Government to formulate policies in response to the declining birthrate”.
5. Significant differences were found in the effects of the declining birthrate on the elementary school between different gender, age, position, their own surplus teacher experience, school location, school scale, school age and current school surplus teacher experience.
6. Significant differences were found in the coping strategies of the declining birthrate on the elementary school between different position, education, their own surplus teacher experience, school location, school scale, school age and current school surplus teacher experience.
7. The greater impact of the declining birthrate, the higher positive degree of the coping strategies.
In order to response the era of the declining birthrate approaching, based on these results to make recommendations are as follows：
1. In terms of the teachers: In order to increase their competitiveness, they can enhance their professional capabilities.
2. In terms of the schools: In order to attract students enrolled, the schools can establish and market the school Characteristic.
3. In terms of the administrative authorities: In order to achieve the goal of refined education, the administrative authorities can add counseling staff or increase teacher staffing.
