Its hardware and software environment is built based on inmate’s needs. Article 10 of Prison Act stipulates that “A female inmate for the permission of carrying children with herself can be approved. However, a child may be approved only when he/she is under three years old.” Burdened by overcrowding and administrative work, correction institution, however, still mobilizes resources to help raise inmate’s child. The atmosphere is stressful to inmates and the institution. Development of children who grow up in the environment is worrisome. The policy of child-raising in prison is worth of serious consideration from the perspective of prison management and child-caring. Literature analysis, data collection and in-depth interview were conducted. Female inmates of Taoyuan Women’s Prison were research subjects. Current policy of child-raising in prison was discussed and its impact on prison, inmates and children explored. Findings suggested that the policy of child-raising in prison is a expression of humanitarian spirit but is unfavorable to prison management, inmates and child’s development and learning; a child’s approved age should be adjusted; and diet, clothing, necessity and medical supply for children should be subsidized. Finally, this research provided suggestions for law amendment and prison and government restructuring and served as a reference for further study.
