The development process is related to the issues of the policy, economy, sociality, science, technology and so on. The struggle between the Kuomintang government and the Communist Party of China has not stopped since 1927; go through many internal disputes in the duration. Though the conflicts of both sides were reduced gradually after the Campaign of Jinmen on August 23, 1958, the difference of ideology made the crisis take place continuously. For reducing military threat of enemy and gaining more bargain power, both sides have bet great amount of resources keeping military strength. However, this kind of balance relation presents the change under the circumstances that the Communist Party of China's policy is changing constantly. In this study, we explored the past 60 years the founding of Communist China's national defense policy, industrial development and evolution. We applied the Causal Loop of System Dynamics to build the models in order to collate and analyze the dynamic development of Communist China's military policy. The results showed that the Communist China's policies of military industries, defense technologies, economic advantages and armaments export can be created as a mutually reinforcing positive feedback loop and analyzed theirs effects to Taiwan. The study results illustrated both positive and negative results of the foregoing statements that indicated the ways to maintain military balance and keep economic development across the Taiwan Straits.
