Because H5N1, BSE and H1N1 involve the animals that are the Taiwanese often eat (chicken, beef, pork).This study will attempt to integrate these three different diseases and to understand risk perceptions, knowledge, and behavioral changes of consumers. This study also can provide the relevant suggestions of prevention policies for government. Using face-to-face interviews, our data were collected by utilizing a stratified sampling scheme following the distribution of gender and age in three major metropolitan areas in Taiwan, including Taipei, Taichung and Kaohsiung. Other randomly selected cities include Hsinchu, Pingtung, and Hualien. In total, 600 valid questionnaires completed the survey in July 2010 and were recorded for analysis. Use two-limit Tobit model analysis: the empirical results show age and education are the key factor which determines changes in purchasing behavior for chicken, egg, and pork. If the exclusion of consumers that do not eat beef will result in sample selection bias problems, which through the Heckman two-stage sample selection model to estimate that empirical results show risk perception, government prevention policy, age and education are the important factor which determines changes in purchasing beef behavior.
