Caused casualties and property losses are the most serious, too. How to effectively reduce the harm when the fire broke out, will be the focus of this study. The geography, climate and other conditions in Japan is similar to Taiwan. In Japan, the increase of fire frequency in elder conservation and old residential building, also caused a lot of damage to property and people death. The owners of building had the criminal of business negligence death. Therefore, in order to effectively reduce property damage or casualty caused by fire in such places, Japanese fire agency promote to change fire safety law from 2004 (Heisei 16). For fire safety equipment such places set up, selection of fire manager's and implementation of the new law relevant provisions set date. Amend the related concept of fire prevention, and published a residential fire alarms, a specific type of fire-fighting equipment waterways link (Home Sprinkler System) and cabinet-type fire-fighting equipment (collectively referred to as Simple fire-fighting equipment). Be a preventive measures to the initial active response mechanisms for fire-fighting in such premises, As of 2009, the rate of fire penetration alarms installation had reached fifty percent. Action to inhibit the expansion of combustion cases due to fire alarm also increased year by year, showing remarkable effectiveness of this policy. The present study is based on the twelve administrative districts, Taipei City, old apartment and travel (guest) hall which building age or has opened more than 35 years as the main object. These old apartment and trip (guest) hall follow the original construction techniques according to the rules of early fire design code, fire code or the early construction of the relevant laws and regulations as the main legal basis. Standard the fire safety equipment settings, and was through the inspection by fire authorities. But these buildings and places in common are the under five-storey building, and because of the changing of time, space and other environmental factors. The set of fire safety equipment are mostly basic devices, its efficacy is relative week. Obviously, it is inadequate disaster preparedness in case of fire and other disasters, and often bring out serious property damage or casualties. It will be one major worry of public safety, and the entire society will pay a serious price. As such, through the successful experience of Japan, the present study introduce two devices Simple fire-fighting equipment as the early initiative to strengthen the emergency response system. To supply a prevention information which is the more effective, in line with the energy and economic benefits of disaster, and can effectively reduce the financial losses and casualties caused by fire for the old apartment and the travel (guest) hall.
