Taiwan is no exception in solidifying risk management affairs among global peers in recent years. However, though the Executive Yuan of Taiwan has established a general guideline for risk management strategies in 2005, reports done by National Audit Office, R.O.C. (Taiwan) revealed that some government agencies have not yet solidified risk management related affairs and have not proceeded follow-up risk evaluation, leading to ignorance of crucial risk management items and difficulties in getting a whole picture of the purposes of risk management. The surveyed results indicated that the government should pay more attentions to risk management and potential risk identification. For this concern, this study carried out a case study on the risk management model and potential risk identification of the Science Park Administration (SPA), investigating five dimensions of risk management framework, namely, risk management policy, risk management plan, risk management implementation, risk management monitoring and self-evaluation, and follow-up improvements of risk management affairs, from a total of twenty-one risk management tasks, where four success factors and three amendment suggestions were concluded. This study also adopted the Modified Delphi Method to carry out risk identification and to get the potential risk items reviewed by risk management experts, where eight risk sources and twenty-nine potential risk items were acquired for the Science Park Administration. The Analytic Hierarchy Process approach was further applied to build up priority list of risk level architecture and framework of relevant potential risks. The survey process of this study emphasizes on range of risk identification, identification tools, risk classification, risk identification, and risk rankings, in an eye to establish an objective and professional model to improve weaknesses of the original framework established. Results of this study can be applied on relevant government agencies in risk management operation and resolving possible problems encountered, anticipating to elevate efficiency and effectiveness of domestic risk management framework.
