The main objective of this thesis is to study how the incident commander (branch leader;company leader; corp and department leader) makes the right decisions when a fire occurs in ultra-high buildings.It is important for him to make appropriate decisions when he arrives the fire ground, so that the orders he give are more accurate, which also results in more efficient fire rescue.The strategy of the fire salvage is that the firefighters use tactics and techniques at the fire ground. Besides fire tactics and techniques, the commander also has to take overall strategies into consideration. A successful fire salvage has to be based on the knowledge of the commander on the fighting resources and the organization-system well. He has to decide and choose a suitable rescue plan to carry on the commanding and deployment according to changes in circumstances of fire grounds. Well-applied fire tactics and techniques will be able to achieve the goals of saving human lives and decreasing financial losses. By applying commanding and tactics, proceeding theoretical practicing of ultra-high building fire salvage maneuvers, Analyzing the properties with the purpose to make the commander’s logical systematic, rationalistic and scientific thinking,this will lead to more correct and suitable judgment-handling. By making pictures and graphs, we can provide references for the incident commander. In this way, the commander can apply more flexible operational direction procedures. The result of this thesis provides more flexible thoughts on fire salvage, and promote achievements from the fire service. This will be able to help the commander to completely achieve his duty.
