Effect Evaluation of Landslide Disaster Prevention and Relief in Fire Departments: an Example of Nantou County

碩士 === 中央警察大學 === 消防科學研究所 === 99 === Abstract In this study, the important factors on the effect of landslides disaster prevention and relief at the Nantou County are collected by reviewing literatures and surveying the firemen in Nantou County by questionnaire as well as and in-depth discussions. Statistical methods such as factor analysis, t-test, reliability analysis, analysis of variance, correlation analysis, regression analysis and path analysis are used to analyze the relationship as well as significant differences between variables or factors namely human characteristics, administration, rescue resources, disaster prevention and disaster response. Finally the most important factors affecting landslide prevention and relief job performance are decided and some suggestions for the fire department are provided. In this study, main findings and suggestions are as follows: 1. To conduct the fundamental factors of landslide prevention and relief for firemen by literature review and working experiences. 2. To find out practical problems on landslide disaster prevention and relief and propose suggestions by in-depth interviewing disaster prevention and prevention staff in fire departments of Natou County and related people in Ren-ai and Hsin-yi Township. 3. To select the significant factors and construct explanatory model for landslide prevention and relief job performance. 4. By regression on disaster prevention ability, we learn that communication equipment has the greatest influence, followed by civilian utilization and disaster rescue skill training. 5. By regression analysis on disaster response ability, we know that disaster prevention drill has the great influence, followed by disaster rescue evaluation, disaster rescue equipments, communication equipment and civilian utilization. 6. By regression analysis of independent variables(landslide disaster rescue working effects) and dependent variable (administration, disaster prevention skill and disaster response skills), we realize that other units’ support has the greatest influence, followed by disaster warning and informing, command and control of staff, disaster prevention propoganda. 7. To provide references in education training, resources allocation and policy making for fire departments.
