Due to climate change, Taiwan may face severe hydrological events in the future. Effective evacuations can reduce the damages of properties and lives. The Water and Soil Conservation Bureau, Council of Agriculture, Executive Yuan had finished the debris flow evacuation routes of the whole Taiwan in 2008. As for the flood, a few flood potential maps had been made but the study of flood evacuation routes is not complete. This study focuses on the planning of effective flood secondary evacuation routes for Banciao New Taipei County. The factors effecting the planning of flood evacuation routes are indentified by Analytic Hierarchy Process (AHP). After determining the significant factors, those factors are used for making the effective flood secondary evacuation routes by GIS techniques. The result maps can be referenced by disaster-prevention personnel in the future.
