The rise of outsourcing not only helps enterprises train and manages employees, but also saves a significant amount of personnel cost for it omits the personnel expense and enterprise responsibility an enterprise would need for hiring permanent employees, and enables an enterprise to make a better use of its operating funds. In this study, the business sector of an outsourcing company was used as the case company. Within the case company, staff scheduling is arranged by the head of unit via manual operations for it usually takes three to four working days to complete the timetable. In this study, integer programming was adopted to set up the programming language of the scheduling table of the case company, which saves a great deal of time for the head of unit. The timetable was the subject in this study, and the programming language of human resources allocation and cost were further set up via the linear planning. According to the results, we have discovered the most optimal allocation of human resources for the case company, which effectively reduced its personnel cost, increases its operating profit, and the scheduling table as well became more adaptable to the actual needs of the case company. The head of unit could adjust or modify the human resources allocation, cost, and scheduling in accordance with actual situations. He/she could as well swiftly establish the operating policy owing to the provisional status at any time. Planning tools used for this study are absolutely valuable and referential for the case company.
