Summary:碩士 === 中原大學 === 教育研究所 === 99 === Abstract The purpose of this study is to explore the operational concepts, strategies, challenges, coping strategies, and reflect of current situation junior high school student council. Also, according to the findings below, suggestions were given to teachers, schools and educational administrations. The methodology of this study is mainly a qualitative survey. The junior high school in Taoyuan County was observed for a year. The qualitative survey is constructed by the focus of interviews, observations, reflective journals, documents and data collection. The major findings are as the followings: 1. Promote student council operating philosophy:service classmates, full participation, empowerment, and to give care. 2. Promote student council strategy: student-centered autonomous activities, activities at school, and organizational cooperation. 3. Three steps of student council: plan for activities, event planning, execution of politics, and development of school self-characteristics. 4. After student council worked, students developed a cooperation climate, and they could learn knowledge about democracy. However, the school climate of students’ self-government is poor. 5. After student council worked, student council should be intergated related curriculum and empower them. 6. The suggestions of school administrators, teachers and students are to keep concerning, supporting, adding insstructors and activits. The major suggestions are as the followings: 1.For the case of school and administrative staff. (1) adjust management. (2) join the professional training. 2. For the case of teachers and students. (1) actively support and participate. (2) make students understand the true meaning of student council. 3. For the educational administrations. (1) concern the effectiveness of the school and assist school. (2) establish model learning, training for seed teacher.
