There were 880 well-defined and structural questionnaires sent to the employees of Changhua County Government and the public schools, and 826 copies were returned and 535 were valid for statistic analysis, including frequencies and hypothesis test. The main findings were concluded as followings: First, the frequency of the work stressor and the perceived stress for public sector employees were low-intermediate. Workload was the main factor for the work stressor and the perceived stress. Second, for public sector employees, the high participation frequency of leisure activity was amusement activity. The leisure benefit obtained was high-intermediate. Third, there was a remarkable prediction for official public sector employees’ stress response in workload stressor, career development and achievement stressor, physical leisure activity, and aesthetics effectiveness. There was a noticeable prediction for non-official employees’ stress response in work monotonous stressor, workload perceived stress, physical leisure activity, and outdoor activity as well. Specific principles were advised for public sector organization and individual em-ployee based on the research results as followings: First, for public sector, the sharing of tacit knowledge among employees should be urged, which will benefit the experience transference. And it will eliminate employees’ tiredness and soothe the mind and the body by operating physical fitness health class-room. Second, for individual employee, facing the workload stress, one should utilize the time management skills and participate the physical activities more frequently. As for the non-official employee, one should plan outdoor activities appropriately. Through the leisure participation, one will be removed from stressful events temporally and re-face the stress with a better mood and physical strength.
