For the first time, the local government formed the baseball team in 2009 to develop new organizational structure and management style. According to David Easton’s political system theory, the analysis framework of “input-transfer-output-reward” was used to conduct an in-depth interview of 11 people including sales managers, staffs and team members of the Taoyuan Aerotropolis’ baseball team in order to discuss current organizational operation, problems and solutions of the baseball team. This study found that the problems of fund raising, human resources, expenditure planning, city promotion, and direction of future development have affected the team’s overall performance due to the characteristics of government authorities and incomplete regulations. As a result, this study recommended that the central government should coordinate with other departments to regulate the sports sponsorship acts, improve the local soft resources and provide more space and resources to the baseball teams and the foundations. Further, it is very necessary to position the team members as “senior technician” for giving benefits to the development of domestic baseball teams.
