Vertical handoff support is one of the major design issues. The mobile terminal will happen to switch from one network to another network switch is a vertical, for example, from wireless LAN to the code division multiple access Single-carrier radio transmission technology (1x Radio Transmission Technology).Our goal is to determine how the conditions in the vertical handoff can be performed. The problem is to develop a goal to maximize the total expected to return Markov decision process for each connection, so problems can be better switching efficiency of the path to find the right switch. For performance evaluation, the numerical results show that our proposed scheme is better than the other vertical handoff decision algorithm. In addition, we also hope that through the Third Generation Partnership Project (3GPP) has standardized the General Packet Radio Service (GPRS) and Universal Mobile Telecommunications System (UMTS) provides mobile communications and wireless Internet services. Although the data transmission rate of less than wireless LAN GPRS / UMTS vast coverage areas. However, in order to achieve higher speeds can be accessed anytime, anywhere, we propose a security mechanism to integrate the roaming GPRS / UMTS and WLAN.
