碩士 === 輔仁大學 === 會計學系碩士班 === 99 === In these years, the Ministry of National Defence of R.O.C. promte the policy of voluntary military service system. Since 2008, we reduced the stuff of army by reducing the time of mandatory military service to one year. In this way, we can complish the policy goal to have the best quality and quanity Army. The final goals of voluntary military service system is to reduce the expenses of maintaining standing army and enable civil society have power to develop national defense technology.On the premise of considering "safety of national defence", "development of community",and "needs of citizen" in our country,to make following strategies combining civil society and government to develop industries of national defense technology, b).cooperating with civil society by consigned processing, and c.)purchasing homemade weapons in priority. My study is concerning outsourced transpotation of military, by documentary analysis, SWOT analysis, questionnaire survey, and case analysis of xx department of military.In the survey, I use case analysis to analysis efficiency of outsourced transportation including both drivers and vehicle; SWOT analysis theStrengths, Weaknesses, Opportunities,and Threats of outsourced transportation; questionnaire for the member of Operational Readiness Unit, factory unit, administrative unit to analysis the cost effectiveness of outsourced transportation. The contribution of my study should help the military decision maker to make better strategic decision of outsourced transportation.
