It is also a type of business that international economic and trade organizations like the UN, Asia-Pacific Economic Cooperation(APEC), and Organization for Economic Co-Operation and Development(OECD) have been promoting. Micro enterprises comprise mostly labor intensive business that has a low productivity and a high ratio of female owners. Government agencies such as Council of Labor Affairs and National Youth Commission also take an active role in helping female with their micro enterprises. However, the success rate of female micro enterprises is not high due to the challenges they face, including scarce resource and social attention, the lack of professional management know-how, unable to update or accumulate experience, and more. This study focuses on the “Microenterprises Loans for Female”, supported by the Council of Labor Affairs. The key to success for female micro enterprises in the food industry is discussed, in the hopes of providing a reference for future management strategy. This study compiles the case studies of successful examples at home and abroad, and then, from the industry characteristics, initial evaluation items are established basing on four aspects–opportunity, resource, management , gement, andpersonality.Throughrofessional questionnaire, these initial evaluation items are modified. Using ANP method in weight calculations, we try to pinpoint the reason toward success. As a result, funding sources in the resource aspect is the most important of all. In addition, the following 10 indexes are found to be the success factors, including guidance during business start-up process, assistance from family and friends, financial assistance from family and friends, start-up funding, consumer purchasing power, market acceptance, store location, a positive attitude towards life, hardworking, and interaction with clients.
