The ‘forced resettlement’ is a preventive measure usually executed before the repatriation. It uses coercive power to restrain the personal freedom of the foreigners to ensure an all-right implementation of the repatriation. The shelter is a special field, the foreign inmates are deprived of liberty, materials and services, heterosexual relationship, autonomy as well as sense of security, a total of five major pains. Therefore, what the managers of shelters have to consider about carefully is to simultaneously maintain the order and stability of management of shelter and protect the basic human righs of the inmantes. However, the current ‘ Management of Resettlement of Illegal Residence of Foreigners’ has adopted many foreign theories and used many concepts of prison guard. In this system conceiving ‘evil nature’, the opposition will be generated naturally between the managers and the persons managed (foreign workers and foreign spouses to be repatriated). In order to change this situation, this study tried to introduce the concept of care of management and Yang-Ming WANG’s ‘Expanding of Conscience’ was considered as a concept that would provide us with a direction in many respects to solve the difficulties. For example, Yang-Ming WANG thought that the application of conscience was a state of ‘no differenc between all lives and oneself,’ that is, conscience could be considered as a ‘body’ and it would infiltrate a person’s noumenon and generate naturally the ‘affinity with the people’, and if ‘practice’ combined with the body then manifested, it would become a performance of humanity care. Yang-Ming WANG’s ‘Expanding of Conscience’ is actually a further development of the thought of ‘one body of benevolence’, which implies profound philosophy of humanity care. It is a status of spirit of concerns for humanity filled in one’s mind and expressed towards others. It seems provide us with a more rational and harmonious way to the management of resettlement, although this process might be slow and circuitous to change the thinkings of the both sides, managers and the persons managed, in order to seek for conscience by human nature and start the care by conscience.
