In order to analyze the relationship between above four factors, data were collected on teachers’ work values, organizational commitment, organizational culture, and career satisfaction. The teachers’ perception on work environment (TPWE) questionnaire was designed and the pilot study was tested 635 teachers from 45 public elementary schools in Kaohsiung were recruited by using stratified random sampling technique. Of the 635 teachers initially contacted, N=579 teachers (91.18%) fill out the questionnaire and the valid sample size for analysis was 567. We used descriptive, t-test, one-way ANOVA, and hierarchical regression to analyze the data. After analyze the data, the major findings are as follows: 1. The care extent of work values for elementary school teachers was above the average. Teachers cared "welfare systems" as the most important factor the next one was "interpersonal relationships". 2. The care extent of organizational commitment for elementary school teachers was fair. Teachers cared "effort desire" as the most important factor the followed were "stay on duty tendency", and "school identity". 3. The care extent of organizational culture for elementary school teachers was fair. Teachers cared "spiritual culture" as the most important factor the followed were "support culture" and "innovation culture". 4. The care extent of career satisfaction for elementary school teachers was above the average. Teachers cared "career identity" as the most important factor the next one was "life balance". 5. The significant differences were observed in gender and job position for elementary school teacher with different backgrounds. 6. There were 6 background variables with significant differences in organizational commitment for elementary school teachers such as "gender", "age", "seniority", "marital status", "duties", and "school size". 7. There were 4 background variables with significant differences in the perceptions of organizational culture for elementary school teachers such as "seniority", "teachers development background", "duties", and "school size". 8. There were 5 background variables with significant differences in the perceptions of career satisfaction for elementary school teachers such as "age", "seniority", "teachers development background", "duties", and "school size". 9. The more work values teachers cared; the higher organizational commitment they had. 10. The school organizational culture had impact on the organizational commitment for teachers. 11. The school organizational culture had a moderating effect on work values and organizational commitment for teachers. 12. Organizational commitment would increase the career satisfaction for teachers. 13. The work values of teachers would affect career satisfaction by the mediating affect of organizational commitment. In conclusion, this research provides some suggestions for elementary school teachers, educational administration organization and future researchers for reference.
