Summary:碩士 === 義守大學 === 公共政策與管理學系碩士班 === 99 === The main objective of this study is to clarify the nutrition meal for the primary school in Taiwan. The main focus of the study is one of the elementary schools in Kaohsiung. There are two steps for collecting data: the first step comprised an open-ended questionnaire interview including homeroom teachers, school administrative staffs, parents and students. We try to explore their attitudes about the current change and difficulty of nutrition meal. For the second step, we analyze the current variation of different groups for the subsidy of nutrition meal by the secondary data. The results showed that there were about 76,002 students in 154 elementary schools in Kaohsiung, and the number of students participating the school lunch were 74,594 people, which comprises 98% of the student population. In the ninety-ninth academic year, the total subsidiary percentage of Kaohsiung was 14%. There was about 2% of students coming from low-income households,5% students from low moderate income households,1% of students whose family had happened accident, and 6% students who were distinguished by homeroom teachers. However, there are 24% students who were distinguished by homeroom teachers in one of counties of Kaoshiung. It was showed that the subsidiary percentage under the certified standard was high. At the same time, the distinguished method and making by the homeroom teachers and Lunch Promotion committee of elementary schools were illegal. This article concludes that the free school lunch should be promote and practice because it will reach objective of the fair and justice which correspond the national educational principle.
