Xiamen (Amoy) and Kinmen (Quemoy) are very close to each other geographically, but they have their own political systems, which hence bring about different political, economical and social developments. However, as the cross-strait relations are easing up and the communication with each other is becoming more and more active, the issue of cross-strait cooperation in environmental protection receives more and more attention.This study is to examine their results of waste disposal and the feasibility of cross-area cooperation based on the investigation of Xiamen’s and Kinmen’s policies of waste disposal management, and tries to suggest some counter-measures of mutual prevention and governance across boundaries of the pollution of waste disposal, such as floating garbage, to both sides. Incineration and sanitation landfill are major ways of waste treatment on both sides. Since China has a vast territory, the main waste treatment is landfill. However, the main waste treatment in Taiwan is incineration because of its small territory and dense population, but Taiwan has to face the problem that the waste disposal to incinerate is not sufficient. In Kinmen, there are no incinerators and the landfill sites are almost full, so the waste disposal is shipped to Taiwan to incinerate. And in Xiamen incinerators are positively built to meet the demand for economical development and urban construction. This study finds that after the waste disposal treatment system is constructed perfectly, transporting waste disposal of Kinmen to treat in Xiamen has economic, social and environmental benefits, but it should be negotiated substantially by two sides and conducted through non-governmental cooperation, because it is constrained by the fact that Kinmen and Xiamen are ruled by two different governments and restricted by international conventions and government ordinances. Before this cooperation, the two parties have to perfect a set of management system of waste treatment, including waste disposal reduction, classified collection and recycling, to make the waste disposal transported to the incinerators and landfill sites to the least. Floating waste pollution is special issue of environment in Kinmen-Xiamen area and arouses the concern of the two parties, and they have spent huge resources to clear away the floating waste, but the result is still limited. Although the most of the floating waste comes from the upper reaches of the Jiu-long River, not produced in Kinmen-Xiamen area, a mechanism of preliminary circulation of notice should be first set up, and a countermeasure of sources management and mutual governance should be put forward. The ways of waste disposal treatment in Kinmen and Xiamen will be more perfect as economy and environment develop sustainably, but in view of the common issue of environmental problems, the two parties should face it positively and put forward a substantial plan of cooperation to resolve the problems on the basis of mutual trust.
