While more and more requirement of passenger and the freight transportation increasing, the rate of event of bird strike is also increasing during aircraft taking off and landing caused aircraft damage with high economy cost. Therefore, International civil aviation organization (ICAO) Chicago Convention 14 (Annax14) defined “ the civil airport design and the operation standard” which the 9th chapter requests “ The airport Administrative unit is responsible to minimize the event of bird strike in or close to the airport, and should regard this event to make appraisal plan. When confirmed the event of bird strike will harm the aircraft, airport authority must take necessary action to prevent latent danger of the event includes reduction bird’s quantity at the airport.” The fore-mentioned as preventive action of bird strike and risk assessment have also included the airport safety management system (SMS)projects. No matter the passenger and cargo carried in International Airport which is the largest of domestic airports. But do not have bird strike literature of the risk discussion for the airport currently. Through the net capture record and aircraft bird strike incident reports which can analyze and compare both relationship of aircraft operation behavior and characteristic of the birds and get result with dangerous rank by the risk matrix way of appraisal process.
