The structure of industries is changing, and regions have different stage of development, so workers have migrated between regions for various factors. The main reason for workers to migrate is because the urban wage is higher than the rural according to Harris and Todaro (1970). Fields suggests that Harris and Todaro’s model is overvalued for rural unemployment. In this paper I use the data of wage and unemployment of all counties in Taiwan from 1998 to 2009 to discuss whether urban employment is influenced by rural employment and wage. The empirical results revealed that rural employment has a significant positive effect on urban employment while the wage of urban and rural has not significant on urban employment.
