It will also implement a literature review method and a compilation of expert opinion in outlining the key factors of internal operations of paternalistic leadership models used by elementary school principals in Taiwan. The use of an expert questionnaire method will help to create an index that will ultimately be used with AHP to gauge the effectiveness of paternalistic leadership and overall leadership effectiveness by elementary school principals. A total of fifty questionnaires were sent to the superintendent of Kaohsiung County’s Bureau of Education as well as county elementary school principals and directors. A total of forty-eight questionnaires were returned, with forty-five valid ones, for a total of 96% return rate and 90% validity rate. Research results indicate that the main factors influencing the paternalistic leadership of elementary school principals in Taiwan include moral leadership and benevolent leadership qualities. The five main appraisal standards included a. the ability of the principals to set an example for subordinates, b. the ability of principals to separate business and private interests and not use schools for personal gain, c. the ability to offer timely support to subordinates that faced problems, d. the ability to accept responsibility in times of trouble for the school and not pass the buck off to others and e. the ability to treat subordinates in a fair and impartial manner. Some of the factors that were not relatively relevant included, a. the need for principals to unilaterally decide matters for individual departments and b. inordinate pressure exerted on subordinates when working with principals. Finally, this paper would like to make some pertinent suggestions concerning effective leadership based on the research findings.
