The most direct influence of this structure change is the aging population. According to the government census of 2008 shows the following trend on our population structure: (1). longer life expectance for the elderly; (2). Higher education level on the elderly population; (3). A decrease number of new born; and (4). Increase in faster aging population. Therefore, how to let the elderly live a longer and better life is an important issue. In 2009, the department of interior took a census on the condition of health, housing, finance, social activities and living difficulty of the elderly population, the number of the elderly, without self-independence, who is willing to stay at nursing home or retirement home, has increased to 42.4%. As of 2001 there are 608 nursing and retirement homes, compare to the 805 in 2010, the increase in number creates a more competitive industry, at the same time, there are many factors need to put into consideration such as financial restrain, man power, pricing, regulation limitation and marketing strategy…etc. only through renovation can improve organizational effectiveness to avoid elimination, it leads to the motive of this study. The purpose of this study aims to verifying the effect of organizational culture and organizational restructure towards organizational effectiveness. It uses nursing home employees in the Kaohsiung area as target population by using selected sampling method, and analyzes it with Structural Equation Models to run a Confirmatory Factor Analysis (CFA). The result shows that the nursing homes’ organizational culture and organizational change have a positively significant effect on the organizational effectiveness in Kaohsiung area.
