The researcher prepared the questionnaire “Elementary School Parents’ School Choice Criteria for Their Children” as a research tool. The Purposive sampling method was used to select six public elementary schools in this area, and the Convenience sampling method was used to select teachers and parents in the schools. The subjects of this study included 300 teachers and parents. The responding rate was 71.3% from 214 valid data. The statistical procedures selected to analyze the data in this study were descriptive statistics, t-test, one-way ANOVA, and the multiple criteria decision making method “VIKOR”. According to the result of the study, the most important school choice criterion of the parents from the family perspective is “shuttle convenience.” The top three school choice criteria of the parents from the school perspective are “learning environment and students’ behaviors”, “teachers’ teaching experiences and quality”, and “teaching equipment and resources.” Seven of eight background variables are significantly correlated with at least two criteria. The seven variables are sex, occupation, age, educational background, living area, working area and number of children. However, personal income is the only variable without significant correlation to any criteria. The criterion sort of the elementary school teachers and of the parents who are not teachers are almost the same, but the average scores of each criterion from the teachers are lower than from the parents who are not teachers. Besides, there are significant differences in the scores of the same criterion from teachers. As for the dynamic decision-making, the sort of the six schools from the parents are almost the same for the past 4.6 years, but there is a tendency that the parents’ best school choice focuses on only one school. In addition, the last school has progress to keep up with the same sort of the other two schools. In the future, up to 90% of the parents will maintain the original decision, which means that the second child will go to the same school as the first child.
