Parties must attain a majority in elections and obtain important political positions to carry out their political agendas. The interaction between the executive and the congress will determine the effectiveness of the administration and the effect of party politics on the fulfillment of policies. The key role in the process is the indispensable department of all administrations - the Congressional Liaison Office. Democracy is about accountability. Accountability in political affairs relies on the development of party politics. This thesis, therefore, will focus on the discussion of constitutional systems such as the “presidential government,” “parliamentary government,” and “dual executive government” as well as a research on the checks and balances between the executive and the legislature of our government. The development of our government has been influenced by previous amendments of the Constitution in which the powers of the legislature were expanded. The administrative departments established congressional liaison offices for the purpose of obtaining support from Congress. Its mission and functions have been gradually systemized but most congressional liaison offices are yet to be institutionalized and each differ in its formation and composition despite their similar functions. The Ministry of Education and the Legislative Yuan in our country also rely on the Congressional Liaison Office for communication, coordination and interaction.
