Traditional software cost estimation methods, such as expert opinion, COCOMO, COCOMO II, and Function Point, are no longer suited for estimating web application size. In the last years, some methods have been proposed to address this issue, such as Web Object and COSMIC-FFP, but these methods still need to be improved. Therefore, this paper combined Web Object and COSMIC-FFP method with practical experience to establish a new Web software Cost Estimation Model, called WSCEM. For validation test using a sample company data to compare the accuracy of WSCEM and Web Object Model. The empirical result shows that, WSCEM have better accuracy and can be used for estimation web software system.
