Summary:碩士 === 國立政治大學 === 行政管理碩士學程 === 99 === In accordance with the existing Law of Local Institutions, instead of purely opposing to a local government by its counter council, there should be a positive relationship of checks and balances between that local government and its corresponding city council, and both parties should maintain a functioning performance-sharing and cooperation. The relationship between the city government and the council is the so-called checks and balances on powers, and a good relationship leads to raised efficiencies of the performance-sharing and powers checked, two main objectives of the democratic politics, resulting in the minimum governing costs and the optimized resource allocation done by the local government. Currently, whether in the central or local governments, the communication mechanisms between the governments and their countering councils (or in central the Legislative Yuan) have developed based on individual regulations where government-council correspondents play a key-position-talent role. That is, these correspondents act as administrative staffs to their head of the individual branches, as service persons to the council members, as administrative staffs of the council, as media correspondents stationed in the council, as the authorities in charge related business, and even as roles for advocacy, communication or marketing of policies. This paper is based on cases study focusing on the government-council correspondents and their “clients” in the New Taipei City. Toward a more comprehensive view, this paper adopts literature analysis, expert interviews and the Delphi method, and attempts through studying the professional capabilities of the government-council correspondents of the New Taipei City to figure out the possible answers to the following questions: 1. What is the organizational structure of the communication mechanism practiced by the New Taipei City Government? 2. What roles and functions play the government-council correspondents of the New Taipei City within the government-council relationship? 3. What capabilities should a qualified and competent government-council correspondent of the New Taipei City have? 4. In what priority the “clients” of the government-council correspondents count on the capabilities of such a correspondent? Through identifying the tasks and roles of the government-council correspondents as well as professional capability theory and the specialized capabilities, this paper tries to collect the specialized capabilities of a government-council correspondent, and hopes on one hand to provide guiding indicators to the different branches of the New Taipei City Government that they will now on more easily choose out suitable persons and their specialized capabilities for acting as government-council correspondents, and on the other hand to enable the current government-council correspondents or their supervisors realize the capability gaps, and at the same time giving reference to planning of future training program.
