Based on the increasing number of cram schools, we plan to analyze the current situation of the industry. In addition, we also introduce the latest development of the exam of civil service. When the industry becomes more and more competitive, the question of how to analyze the competition from the market structure is very important. It is crucial for companies in the industry to apply appropriate strategies in facing the market challenge. Based on the existing literature, first we analyze the current situation of the innovation in the industry and the exam for the civil service. Second, we focus on the external competitiveness of the industry and the impact of the change in the macro environment. The interaction between the future development of the industry and the macroeconomic condition is an important issue. Our result can provide the useful direction for companies planning to expand in the future. In addition, we suggest that the government should pay more attention to the industry and provide more supportive resources to help the industry. Due to the function of cram schools, we expect that the industry can improve human resources in civil service and this is very important to the developing countries, especially in Taiwan.
