In fact, the corporatization of administration is an unavoidable trend, and is an organizational restructuring plan on which public institutions must work hard on to improve. People are the most precious resources in an organization, and motivate the efficacy of other resources in the organization; thus, the quality of human resources planning and management affects the level of organizational productivity. The police administration work is the most important and unique administrative unit in the government public works system, its work involves the safety and property of the people. Thus, an important work in future police education and training is how to conform to world trends, learn corporatized management knowledge and techniques to gradually lower internal affair operational costs and to enhance the administrative performance and operational quality of police administration departments. This paper explores literature relating to theory of constraints (TOC) in performance management, using systematic TOC to theoretically analyze the existing bottlenecks in the work of Taichung City police administration, to concretely analyze existing problems and the operational flows that need improvement and establish coping strategies, then assess the effects.
