In the initial period, the company allocates sufficient resources and budget on IT, and create position of Chief Information Officer, many are different from the common phenomena caused research motivation. In the case, company G & T are hostile each other, and many information security incident occurs. To research the tactics of IT on significant changes of organization, its potential causes, motivation and impact factor. To explain enterprise tactics of IT on significant changes of organization by Tactical Management Theory, then find out the motivation and reason.
