Taiwanese ecological resources are rare in the world, the Government also strongly recommend coastal geological environment, butterfly, the bird watching, marine ecology of the eco-tourism trip. And the Penghu islands, the special coastal basalts geological environment, the Wangan, the East Ping Island green turtles come ashore to lay eggs that the phenomenon also shows Penghu great potential for ecotourism development. The main purpose of this study is "eco-tourism cognition" , "environmental attitude" and the residents’ "participation" relationship of there, and view the local residents of Penghu, "eco-tourism cognition " by the possibility of "environmental attitudes" and then of "participation" ecological tourism development. By the results of this study, providing the Government how to develop eco-tourism in Penghu, a reference to the development of management strategies. In this study, residents of Penghu sample Stratified Proportional Sampling method, five townships and one city of Penghu County. The empirical framework to obtain the support of empirical results are the following four: 1. Penghu residents’ "eco-tourism cognition" positively impact on the "environmental attitude." 2. Penghu residents’ "eco-tourism cognition" positively impact on the "participation". 3.Penghu residents’ "environmental attitudes" positively impact on the "participation". 4.
