The environmental characteristics of each region and economic development are not the same. Therefore, it is necessary to discuss the regional economic development of individual productivity. This research will explore the Pearl River Delta and Yangtze River Delta with the fluctuation between the ups and downs, for better understanding. This research aimed at the change of the productivity from 1999 to 2008 in Pearl River Delta and Yangtze River Delta with 2 regions, 25 prefecture cities. They were divided into 3 cities level, including municipalities, sub-provincial cities and prefecture cities. First, we used the Battese, Rao and O'Donnell (2004) metafroniter production model to measure the efficiency that compared with these regions, and analyzed the influencing environmental factors. Then we used Chen and Yang (2008) and Chen, Huang and Yang (2009) to generalize Metafrontier Malmquist Productivity Index (gMMPI) for finding out which factors influenced the productivity growth further. The following are the results. Pearl River Delta and Yangtze River Delta are independent regions. The metafrontier technical efficiency of Pearl River Delta (0.4258) is higher than Yangtze River Delta (0.3985). On the technical efficiency of Pearl River Delta is 0.7456, while Yangtze River Delta is 0.4293. The technology gap ratio of Pearl River Delta (0.5700) is significantly lower than Yangtze River Delta (0.9330). According to the gMMPI analysis results, the technical efficiency change (TEC) is the main reason for the productivity growth, Pearl River Delta is 1.0540, Yangtze River Delta is 1.0778; The pure technological catch up (PTCU) shows that the average of Pearl River Delta is less than 1, which means there is no catching up phenomenon; On the potential technological relative change (PTRC) results shows that Pearl River Delta and Yangtze River Delta are greater than 1, indicating the current Pearl River Delta and Yangtze River Delta has continued to progress in regional economic development.
