The State Role Transformation in Taiwan Bicycle Industry: from Custodian to Midwifery

碩士 === 國立東華大學 === 社會暨公共行政學系 === 99 === There have been more and more people to join a lot of activities related to bicycle activities since the bike fad in year 2007. In terms of this kind of phenomenon, most people think it is because of the increase of oil price, and the idea of energy saving with the media hype,which is in fashion and most people love to follow. However, almost all people in Taiwan ignore the historical background of development process of bicycle industry in Taiwan for the past over 60years . Taiwan was a strong state in the coercive sense, using its national power and resource by policy formulation which was planned with rationality in market base to enforce the nation and industry’s international competitiveness. With the encouragement of export, the economy in Taiwan rose rapidly. However, recently Taiwan government faces the transforming problem. How to deal with the drastic change of the historical and environmental conditions became an important issue. According to previous studies, Taiwan became a very important international bicycle production base that was supported by the government. However, recently, the role of government is switching from the custodian to midwifery and promoting bike activities. For example, the environmental arrangement of bicycle path by state policy accelerated the development of market and tourism industry. At the same time, government still has supported the development of technology. In the other hand, the entrepreneurs not only focused on the export market but also the development of the domestic market. The close relationships between government and the entrepreneurs created the concept of Taiwanese bicycle riding life style. This study adopts the classification of state role from Peter Evans’ embedded autonomy. Through the depth interviews, I tried to analyze the transformation process that the role of government shifted from custodian to midwifery.
