Therefore, The World Trade Organization (WTO) / The General Agreement on Tariffs and Trade (GATT) in their codes, have given a set of norms for fair and unfair trade behaviors, as the Member States of the common code. As traditional trade barriers are reduced, importing countries begin to use trade remedy policies instead. For years, Taiwan has been one of those countries being accused. It transpired that Taiwan was often charged for Antidumping (AD) duty and Countervailing Duty (CD). However, international trades are important economic activities for Taiwan. This reaserch uses case study method to analyze “dual anti (AD and CD) cases”, and to understand the country being accused of AD and CD at the same time. It also observes what effects will have on trade. The results show that the accused country is eventually charged with the tax. This will have an impact on its domestic industries. The country will have to further face the international pressure and modify its subsidy measures. However, in the case of Australia’s dual anti (AD and CD) measures, it was thought to raise the competiveness of Australian industry invested in mainland China. As the result, these trade remedy tools can serve as defensive tools for the domestic industry of importing country, as well as the bargaining chips on negotiating tables.
