The method of Questionnaire Survey is adopted, hence a set of questionnaires, Research on Management Tactics for Public Elementary Schools in Yilan County under Decreasing Birth Rate, are dispensed to the faculties including school principals, teachers with administrative duties, and teachers without administrative duties. 330 out of 351 questionnaires are returned; the effective returns-ratio is 94.02%. Statistic instruments, such as mean, standard deviation, t-Test, one-way ANOVA, Pearson’s correlation, etc., are employed to analyze all the data collected, and produce the following conclusions. 1.As far as the faculties of elementary schools in Yilan County are concerned, the overall administrative management as well as teaching management tactics are highly satisfactory. Although the faculties identify less with “Implementing Performance Management” and “Advancing Strategic Alliances”, the results are still satisfactory. 2.Some significant differences between administrative management and teaching management tactics occur among faculties with different backgrounds. As far as administrative management tactics are concerned, different genders, seniority of services, and job posts produce significant differences regarding; different academic backgrounds, location and scale of schools, and decreasing birth rate, no significant difference. As far as teaching management tactics are concerned, different genders, seniority of services, job posts, and the scale of schools produce significant differences; different academic backgrounds, location of schools, and decreasing birth rate, no significant differences. Furthermore, school principals are more aware than teachers of both administrative management and teaching management tactics. 3.A significant positive correlation is found between the awareness of administrative management tactics and that of teaching management tactics regarding the faculties of elementary schools in Yilan County.
